Anti-Corruption Profile The Anti-corruption Agency (ACC) was established under the Anti-Corruption Act 2003. In February 2006 the ACC began formally operating. It’s an independent agency equipped with wide-ranging powers of investigation and refers its findings to the Prosecutor-General. The ACC works closely with the Namibian Police Force, the Office of the Auditor General and the Namibian Financial Institutions Supervisory Authority. The ACC is accountable to the National Assembly and also submits its annual report to the Prime Minister. Although dealing with corruption cases is the constitutional mandate of the Office of the Ombudsman, the majority of cases it has dealt with have related to maladministration.
Anti Corruption Profile
The Anti-Corruption Commission (ACC) is an independent agency established by an Act of Parliament, the Anti-Corruption Act, 2003 (Act No. 8 of 2003) to combat and prevent corruption in Namibia. The Anti-Corruption Commission is headed by a Director-General, who is deputised by the Deputy Director-General with the support of the Executive Director who manages the administration of the Agency. As the leading Agency in Namibia, it investigates corruption offences, and submit dockets to the Prosecutor General for a decision. The Commission is also responsible for taking measures for the prevention of corruption in public bodies and private bodies including revision of practices, systems, and procedures which may be prone or conducive to corrupt practices, advising such bodies on ways to prevent corruption and educating the public on the evils and dangers of corruption.
NACA Leadership
The Anti-Corruption Commission is headed by Mr. Paulus Kalomho Noa, the Director-General. Mr. Noa has been at the helm of the ACC since November 2005. He previously worked as a Magistrate as well as a Regional Magistrate in Namibia before he was nominated by H.E. Hifikepunye Poharnba, then President of the Republic of Namibia for appointment by the National Assembly as a first Director of ACC in 2005. Subsequently, the Parliament approved and appointed him for a five years term. In November 2010, Parliament re-appointed him for another five years term. In November 2015, H. E. Dr Hage Geingob, President of the Republic of Namibia, recommended him to Parliament (National Assembly) for his re• appointment as a Director-General of ACC.
As a Director-General of the ACC, Mr. Noa, provided exemplary leadership on many spheres, locally and internationally. He participated in the Consultations on the Establishment of International Association of Anti-corruption Authorities (IAACA) in Vienna, Austria in April 2006. This is a global international forum of anti• corruption agencies and had served as a member of the Executive Committee of IAACA. The Fifth Conference of States Parties to the United Nations Convention Against Corruption held in Panama in 2013 elected him to serve in the portfolio of the Vice-President of the Conference representing the African Continent for the period 2013 to 2015. He had chaired various sessions of the Implementation Review Group Meetings on the United Nations Convention against Corruption during his tenure as Vice-President of the Conference. He has also addressed regional and international anti-corruption seminars and conferences on different topics relating to the prevention and fight against corruption.
The head of the ACC has extensive experience in criminal justice and law, which is complemented by affluent educational credentials. He holds a Master of Laws (LLM), Bachelor of Laws (LLB)) as well as Bachelor of Procurationis (B. Proc).
