Anti Corruption profile The Office of the Ombudsman is an independent public institution, which was established in 2003 under Article 182 of the Constitution of the Republic of Rwanda. Its organization and functions were established by Law no. 25/2003 of 15 August 2003, which was modified and complemented by Law no. 17/2005 of 18 August 2005. It became operational in 2004. Apart from investigating cases of injustices in public administration and private institutions, the Ombudsman has the additional task of preventing and combating corruption and other related offences. As a result, the Office of the Ombudsman serves as both an ombudsman and an anti-corruption authority.

Anti Corruption Profile

Brief Profile Between May 1998 and 1999, different meetings were organized and discussions took place in different occasions to find solutions of rebuilding the shattered Nation after the Genocide against the Tutsi.  The outcome of these discussions are the foundation of Vision 2020 and they lead to the creation of various institutions including The Office of The Ombudsman of Rwanda, the National Tender Board (now Rwanda Public Procurement Authority), The Office of the Auditor General of State Finances among others. In Kinyarwanda (Rwandan language), Ombudsman is called "Umuvunyi" which is a word rooted from Rwandan  Kingdom  period  where "Umuvunyi"  was  a person  of  integrity  in  charge of receiving citizens who wanted to meet the King or an Authority for different reasons such as bringing a complaint, thanking him or warning him on a given issue, etc.  "Umuvunyi" had firstly to listen  to those people who want appointment with the King or the Authority; it was up to him to know if that person has to meet the King or the Authority or if he/she has to be oriented to another relevant Organ. The word "Umuvunyi" also comes from the verb "kuvuna" which means "to help, to support the needy people". The Office of The Ombudsman is a Constitutional body provided for by The Constitution of The Republic of Rwanda of 2003 revised in 2015 in its article 139. The  Office  of The  Ombudsman   of Rwanda  is a hybrid  Institution    which  deals   at the  same  time with deals   at the  same  time with: preventing  and combating  corruption; assets declaration  and verification; addressing  injustice  complaints; monitoring   the  implementation   of  the  law  relating  to  conduct  of politicians   and leaders  and the law  relating  to access to information. The   Office   of  The   Ombudsman    is    headed   by  The   Ombudsman    assisted   by  Two   Deputy Ombudsman:   one  in  charge  of Preventing   and Fighting  Corruption  and another  one  in charge  of Preventing   and  Fighting   Injustice.    Its  activities   are  coordinated   by  a  Permanent    Secretariat composed  of six (6) Units.
