Anti Corruption Profile
BRIEF PROFILE PCCB is the institution created by the parliament under the Prevention and Combating of Corruption Act No. 11 of 2007 to spearhead the fight against corruption in Tanzania. VISION: To be an excellent, efficient and effective organization and at the forefront of the fight against corruption in Tanzania by year 2025. MISSION: The prevention and combating of corruption will be achieved through education, prevention, detection, investigation and prosecution by involving stakeholders to make it a high risk activity with low returns FUNCTIONS OF THE BUREAU The functions of the PCCB are stated under section 7 of the Prevention and Combating of Corruption Act number 11 of 2007 that the Bureau shall: a) Examine and advice the practices and procedures of public, parastatal and private organizations, in order to facilitate the detection of corruption or prevent corruption and secure the revision of methods of work or procedure which appear to add to the efficiency and transparency of the institution concerned. b) Enlist and foster public support in combating corrupt practices. c) Advice public, private and parastatal bodies on ways and means of preventing corrupt practices, and on changes in methods of work or procedures of such public, private and parastatal bodies compatible with the effective performance of their duties, which the Bureau considers necessary to reduce the incidences of corrupt practices; d) Cooperate and collaborate with international institutions, agencies or organizations in the fight against corruption; e) Investigate and, subject to the directions of the Director of Public Prosecutions, prosecute offences under this Act and other offences involving corruption; f) Investigate any alleged or suspected- i) Offence under this Act; ii) Conspiracy to commit an offence under this Act; iii) Conduct of a public official which is connected to corruption. PCCB fulfills its mandate through its three prong approaches to corruption; namely: community education (public awareness); prevention through applied research and control; detection, investigation and prosecution.
NACA Leadership
The PCCB is headed by Director General BRIGEDIER GENERAL JOHN JULIUS MBUNGO
Brigadier General John Julius Mbungo is the Director General of the Prevention and Combating of Corruption Bureau (PCCB) since May, 2020. He joined the PCCB as a Deputy Director General in August, 2017. He is a Military Brigadier General since 2016; worked with Tanzania National Service for more than 25 years before joining PCCB.
He earned Bachelor of Laws with honors from the University of Dar es Salaam followed by Masters in International Human Rights with Distinction from Birmingham City University, UK and also Masters in Strategy and Security from National Defense College, Tanzania. Brigadier General John Mbungo is an experienced Lawyer and Advocate of the High Court and Subordinate courts in Tanzania thereto save for the Primary Court with strong background in Military and Human Rights.
