Anti Corruption Profile

Brief profile on the formation of the IG     The Inspectorate of Government (IG) was initially established by the Inspector General of Government (IGG) statute in 1988;  With the promulgation of the new Constitution of the Republic of Uganda in 1995, the IG is now entrenched therein under Chapter 13, which prescribes its mandate, functions, powers and other relevant matters;  The IG is an autonomous institution with a distinct mandate.   The Inspector General of Government (IGG) is the Head of the Inspectorate of Government with two Deputy Inspectors General of Government (DIGG). The three are all appointed by the President and approved by the Parliament of Uganda on a four year contract, renewable only once. Currently the position of IGG is vacant since the two terms period of the previous IGG expired.  The institution is thus awaiting appointment of a new IGG by the President.   The mandate of the IG, as derived from the functions enshrined in Chapter 13, Article 225 of the Constitution of the Republic of Uganda, 1995 (as amended) is “To promote just utilization of public resources”, through four cardinal roles:  ? The Ombudsman Function; (Concerns Individual’s complaints against Public Authorities) Article 225(1) (a), (c) and (e) of the Constitution;  ? Anti?corruption Function; Article 225(1) (b) and Article 230(2) of the Constitution; and  ? Enforcement of Leadership Code of Conduct; Article 225(1) (d) and Article 234 of the Constitution; and Section 3 of the Leadership Code Act, 2002 (Act 17;”  ? Stimulation of Public awareness about the values of constitutionalism and activities of the Inspectorate of Government; Article 225(1) (f) of the Constitution;  

NACA Leadership

The Deputy Inspector General of Government are Mr. George Nathan Bamugemereire and Ms. Mariam F. Wangadya 

Mr. George N. Bamugemereire has been a Deputy Inspector General of Government of Uganda since 2013. Prior to his appointment, he had a varied career both in the public and the private sector in Africa, Europe and Latin America. 
He holds a Bachelor and Master of Laws from Makerere University, Kampala. 
He was a State Attorney with the Directorate of Public Prosecutions for 6 years. 
From 1996 to 2001, he was Head Legal/HR Manager for Shell Uganda. In 2001 he was appointed HR Adviser of Shell Mexico for 2 years.  
In 2003 George relocated to London where he served as Team Leader of the Global Employee Share Plan for Shell International and HR Manager of Shell Gas Direct for a combined period of 8 years. 
Mr. George N. Bamugemereire holds two Honorary Doctorates. 

Ms. Mariam F. Wangadya has been a Deputy Inspector General of Government of Uganda since 2013.  
She is a Lawyer and Advocate. She was a private legal practitioner before she was appointed a Commissioner at the Uganda Human Rights Commission (UHRC) in 1996. She worked at UHRC for 17 years before being appointed Deputy Inspector General of Government in 2013.  
She has been a very active member of Uganda Association of Female Lawyers (FIDA Uganda) since she qualified as a lawyer.
